Have you checked out the Basic Skills section of the LINCS Resource Collections? http://www.nifl.gov/lincs/resourcecollections/RC_skills.html
This collection "focuses on reading, writing, mathematics and numeracy resources that can improve instruction in basic skills." Materials are listed in the topics of reading, writing and mathematics and you can search through and find both research and classroom/tutoring materials. One link (Marshall Adult Education: http://www.marshalladulteducation.org/reading-skills-for-todays-adult) takes you to a website with leveled readings for practice with fluency.

Reading Comprehension Sites

This site http://www.nelliemuller.com/reading_comprehension.htm has numerous links to other sites with various ways of testing a reader's comprehension. Check out http://www.cdlponline.org/ for Adult Learning Activities from the California Distance Learning Project. You can choose from eleven different topics (from nature to work) and each topic has at least ten (but usually many more) stories associated with it. Once you choose a story you can: read it and/or listen to it, learn new words, spell words, play a matching game to put words with meanings, do a multiple choice quiz, and answer essay questions.
